Tracy Motton
President| Founder
With over 14 years of experience in the mental health field, Tracy Motton is dedicated to empowering individuals and communities, particularly underserved populations. Her work focuses on breaking the stigma surrounding mental health, especially in the context of domestic violence and youth outreach. Tracy is passionate about providing individuals with the tools and resources they need to regain control of their lives and achieve lasting well-being.

Tracy holds a Master of Arts in Clinical Mental Health Counseling from South University, a Master of Education in Psychological Studies and a Master of Education in Elementary Education from Cambridge College, and a Bachelor of Arts in Psychology from Norfolk State University. Tracy is also a Licensed Professional Counselor-Resident (LPC-R) and works as an outpatient therapist, furthering her commitment to mental health support and care. These qualifications have equipped her with the knowledge and skills to serve individuals in crisis.

Throughout her career, Tracy has worked in various roles, including crisis intervention, mental health counseling, and community resource coordination. As President of The True Hope Legacy Foundation, Tracy leads with a deep commitment to empowering survivors of domestic violence and at-risk youth through collaborative community support.
​
Tracy believes in the power of unity and collective action. Her philosophy is rooted in the belief that no one should face life’s challenges alone. Through empathy, dedication, and perseverance, she helps individuals overcome adversity and find strength in their journey toward healing.
Remon Lynch
Vice President
Remon Lynch is a seasoned pastor, crisis counselor, and community advocate with over 20 years of experience in ministry and more than 15 years serving vulnerable populations across Virginia. A graduate of Liberty University, Remon holds a B.S. in Christian Counseling and an M.S. in Human Services, and has built a career deeply rooted in healing, service, and outreach.

As Vice President of The True Hope Legacy Foundation, Remon brings a wealth of experience from his work in Child Protective Services (CPS), Adult Protective Services (APS), and community-based mental health initiatives. He has served as a crisis clinician, therapeutic mentor, and behavior specialist in various roles, supporting children and adults experiencing trauma, anxiety, and depression.

Driven by his commitment to youth empowerment and family restoration, Remon founded Academy Kids, a mentorship and support initiative developed in collaboration with local public safety departments. He also leads food distribution and outreach programs that help individuals and families rebuild their lives with dignity.
​
Grounded in faith and driven by purpose, Remon is a cornerstone of leadership within the organization, fostering unity and compassion across every aspect of the Foundation’s mission.
Scharnelle Hamlin
Secretary | Treasurer
With over 18 years of experience in victim advocacy and crisis response, Scharnelle Hamlin has dedicated her career to supporting survivors of domestic violence, homicide victims, and individuals facing trauma. A nationally credentialed advocate, Scharnelle has empowered many to overcome challenges and regain control over their lives.

Scharnelle holds a Bachelor’s in Human Services, a Master’s in Professional Counseling, and a Master’s in Education from respected universities. She has over 15,000 hours of experience in trauma-informed care, mental health counseling, and crisis intervention.
​
As Secretary and Treasurer of The True Hope Legacy Foundation, Scharnelle brings invaluable expertise and a deep passion for helping individuals and families thrive. She is committed to the foundation’s mission to break the silence surrounding domestic violence and empower those in need.

Scharnelle believes in the power of community, where healing begins with connection and understanding. Her philosophy is rooted in empathy, dedication, and perseverance—core values that drive her work and support those in need.
